EXTENSION TO VACANCY NOTICE

(Individual consultant)

Mongolia has received a credit from the International Development Association (IDA) to finance the implementation of the Export Development Project (EDP). The objective of the project is to support Mongolian SMEs in the non-mining sectors to strengthen their export capabilities and expand their access to export market. Under the Project, The Ministry of Food, Agriculture and Light Industry is seeking to recruit the qualified national individual to carry out following duties for the Project.


LOGISTICS CENTERS’ DEVELOPMENT PLAN FOR AGRICULTURAL COMMODITY EXCHANGE TO SUPPORT EXPORT OF AGRICULTURAL RAW MATERIALS

(A NETWORK OF WAREHOUSES DEVELOPMENT PLAN AND ITS LOCATION OPTIMIZATION MODELLING FOR AGRICULTURAL COMMODITY EXCHANGE)


SCOPE OF WORK: 

The consultant will carry out following:

1. Assess the current warehouse capabilities 

a. Collect data on the current private, public, and salvaged warehouses throughout the country, assess and categorize its current capabilities.

b. Assess the current commodity collection system in 21 provinces.

c. Assess the current commodity supply chain management at the biggest meat, leather, wool and cashmere factories

2. Warehouse Operational Procedure / Assess the ideal operational procedures of the warehouse network both in domestic and international level. 

a. Assess the current operational procedure at the first warehouse in Tuv province.

b. Study and assess the internationally recognized documents related to the establishment and introduction of the code of practice for warehouse the agricultural raw materials, and to study and evaluate international best practices for the introduction of the code of practices.

c. Optimize the appropriate indicators of a code of practices of agricultural raw material preparation warehouses in Mongolia, process and assess the related evaluation documents.

d. Identify the international standards for trading goods and transportation services.

e. Suggest the international best-practice operational procedure for the warehouses.

f. Draw a map of the warehouse network.

3. Modelling for Optimal Warehouse Locations

a. The model should optimize the cost of shipment for any selected agricultural goods (raw, semi and finished agricultural goods including meat, leather, cashmere, byproducts and live animals) with te current and future infrastructure development.

b. The model should have inputs for different breeds of livestock throughout the country with regional, provincial, soum or precise geographical location (if possible) selection choices.

c. The model should have an input for the current or future public and private warehouse and manufacturing facilities (meat, slaughterhouse etc.) locations and adjust to the given inputs.

d. The model should identify the hubs for certain agricultural goods by selection at the regional and provincial level.

e. Prioritize the need of the warehouse locations at the level of development zones, provinces and soums.  

4. Roundtable meetings:

a. The consultant will organize round table meetings to provide information on the progress of the project, to involve the parties, and to reflect the views of decision makers to the project.

b. Meeting 1-Discussion on the assessment of the current warehouses throughout the country. Stakeholders are: Ministry of Food, Agriculture and Light Industry, Ministry of Road and Transport, factories (meat, leather, cashmere etc) and Agricultural Brokers Association 

c. Meeting 2-Discussion on the optimization model for warehouse locations. Stakeholders are: Ministry of Food, Agriculture and Light Industry, Ministry of Road and Transport, factories (meat, leather, cashmere etc) and Agricultural Brokers Association 

d. Required stakeholders for the roundtable meetings:

-Herders and its cooperation, Agricultural Brokers Cooperation, Agricultural Products’ Factories and its Cooperation, Ministry of Food, Agriculture & Light Industry (MOFALI), Ministry of Road and Transport, Veterinary and Animal Breeding Agency, Agricultural Commodity Exchange, National Development Agency, Project Implementation Unit (PIU) and other related parties.


CONSULTANT’S QUALIFICATIONS/ SELECTION CRITERIA

An advanced Master’s Degree in Business administration, International Trade or related areas.


Experience:

a. At least 8 years of relevant experience in research and analytical work in the area of Business administration, Development strategy, feasibility study or related areas.

b. At least 3 years of modelling experience in development of the country specific units.

c. Strong interpersonal skills and ability to dialogue with diverse stakeholders to create consensus around issues and capable of working in public service environments.


Others:

a. Effective time management and organizational skills to ensure qualitative outputs under strict deadlines.

b. Strong (written and oral) command of English. 

c. At least two reference letters from previous employers must be provided. 


CONTRACT DURATION: The consultancy work is expected to commence in Early July, 2021. The contract duration is 4 PERSON MONTHS after signing the contract.  

The above consultants will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011 (Revised July 2014). If you possess the above qualifications, please submit following documents:
