INTERNATIONAL VACANCY NOTICE

Mongolia has received a credit from the International Development Association (IDA) to finance the implementation of the Export Development Project (EDP). The objective of the project is to support Mongolian SMEs in the non-mining sectors to strengthen their export capabilities and expand their access to export market. Under the Project, The Ministry of Food, Agriculture and Light Industry is seeking to recruit the qualified international individual to carry out following duties for the Project.


CS-49-2/21: “INTERNATIONAL CONSULTANT FOR EXPORT MARKETING TRAINING”

(Provide training to enhance the export marketing capacity of marketing consulting companies and prepare participants for the Certified Professional Marketer CPM-Asia Certification Exam.)



I. OBJECTIVE OF THE ASSIGNMENT

The main objective of this assignment is to build the capacity of and specialize local export marketing service provider companies and specialists through tailored training materials specifically designed for Mongolia, focusing on priority export-oriented sectors and products. Moreover, training participants will be prepared for the Certified Professional Marketer CPM-Asia. 


II. SCOPE OF WORK

The Consultant will carry out the following tasks but not limited to: 

Task 1. Develop training plans and materials: 

1.1. Prior to the training, hold an online meeting-discussion with relevant stakeholders to exchange views, information and experiences on general topics including export marketing, Mongolia’s export competitiveness, advantages and disadvantages, and future strategies etc.  

1.2. The curriculum should fully cover the topics of the Asian Certified Professional Marketer CPM-Asia Certification Exam (1. Marketing Research, 2. Marketing Relations, 3. Marketing Strategy, 4. Asian Business, 5. Asian Marketing Management) and meet the standards of the training institution, preparing for the exam. The following additional topics are required:

i. Export market entry strategy;

ii. International branding;

iii. Distribution and positioning.

1.3. According to the training plan, the content and materials of the 3 additional topics specified in 1.1 will be developed based on the following conditions:

i. Selected 1-3 products, from potential export sectors of Mongolia, should be included in the training content. Sectors include: textiles (cashmere, wool), leather products, meat products, cosmetics, liquid food, dairy products, tourism, cultural and creative industries, and Mongolian gers;

ii. For the selected product, training content should be developed based on real-life cases of the major buyers and consumers’ behaviors of the selected target country of Asia.

iii. Prepare and provide training materials and resources for students to study and learn independently.

The training program and content are the property of the Client.


Task 2. Conduct training according to the developed plan and materials:

2.1. According to the approved plan, conduct the training with the method, which ensures the active participation of the participants, is suitable to be conducted virtually and is focused on practical results.

2.2. In the beginning, middle, and end of the training, test participants' knowledge and skills, assess and report their progress.


Task 3. To prepare the participants for the internationally recognized certificate and to organize the registration for the exam: 

3.1. The Consultant will organize and register participants for the training for the Certified Professional Marketer CPM-Asia exam. All ad-hoc expenses are included in the budget including registration fee, organization of the test and certification fee. 15-20 participants will be registered in the training according to certain criteria and conditions;

3.2. After the participants’ registration for the exam and receipt of the training materials that accompany the registration, a training plan to prepare the participants for the examination shall be developed and approved;

3.3. Conduct training in accordance with the approved plan to prepare participants for international examinations;

3.4. Prepare and organize participants for the examination.


III. DELIVERABLES

Based on the contracted assignments and detailed contract implementation plan approved by the Client, the international consultant shall submit the following deliverables. All deliverables will be subject to review and approval of PIU and MOFALI:

i. Detailed work plan;

ii. Training content, methodology, training plan;

iii. Training materials, draft case report;

iv. Training;

v. Exam preparation, organization, and final report.


IV. INTERNATIONAL CONSULTANT’S QUALIFICATION REQUIREMENTS

The Consultant should have the following qualifications, skills, and experience:

Education: To have a degree in marketing and international trade, an internationally recognized marketing specialization certificate, and accreditation of teacher of international marketing certificate;

Experience:

- More than 10 years of experience in working as a senior position for marketing in a reputable international trade organization or marketing agency, and in exporting to Asian markets;

- Experience in developing training materials and conducting training in the field of export marketing and have a good teaching method;

- Experience in exporting or purchasing textiles (cashmere, wool), leather products, meat products, cosmetics, tourism, cultural and creative industries;

- Ability to provide 2 quality acceptance letters/reference letters regarding approval of deliverables’ quality for the services provided to previous clients to prove knowledge and experience in providing relevant consulting services (contract or reference, price, start and end dates, contact person on behalf of the client, phone number, etc.);

Language skills:

- Fluent in English;

Other:

- Strong organizational, interpersonal/communication, reporting, and writing skills;

- Ability to organize and manage workload;

- Ability to analyze business processes and related regulations and use approved and industry-recognized methodologies;

- Have a partner organization in Mongolia to successfully organize the training;


V. CONTRACT DURATION

The Consultant work is expected to commence in November 2021 on a full-time basis and the duration of the assignment is six months. The International Consultant will work remotely due to the global situation and travel restrictions caused by the COVID-19 pandemic.


The above consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 2011 (Revised July 2014). If you possess the above qualifications, please submit following documents:

4. 2 reference letters from last two employers
